DOCUMENT PREPARATION AND DOCUMENTATION FEES

We are ,Boston Auto Fair LLC,sometimes asked by our customers to explain the various fees charged by our dealerships and other dealerships for document preparation and registration. Understundably, our customers want to know what these fees are for and if customers can reduce them or avoid entirely.

DOCUMENTATION AND REGISTRATION FEES REPRESENT COST RECOVERY FOR THE DEALERSHIP.

There are only two consumer transaction we are aware of that require the vendor to prepare and prosess a tremendous amount of paperwork and do archiving of that paperwork. These are the purchase of home with a mortgage and the purchase of a motor vehicle. In both, the consumer bears some of the cost incurred by the vendor in prosessing the transaction for them.

For example: Most mortgage lenders charge a documentation fee as well as numerous other fees related to the paperwork prosessed by lawyer and other entities necessary to complete the loan and property transfer.

Just a mortgage lender charges for the cost of internal document preparation and the cost of outside service providers, so does the automotive retailer. In typical vehicle transaction, the dealers staff prepares all of the documentation related to the sale, e.g Bill of Sale, Purchase and sale agreement, Appraisal documents, etc.etc. They also prepare all of the documents required by the Registry of Motor Vehicles, e.g RM1 application form, Odometer statment, Insurance verification of sales tax payments, etc.

Additionally, they prepare all of the documents required by loan providers including application and loan contract. Finally for the new vehicle a retail delivery report is prepared and send to the manufacturer to record the sale and implement the warranty. There may also be paper work associated with extended warranty and more.

In a time where it is estimated that it costs a business upwords of a $50 to produce a single business letter, there is an enormous cost associated with this multi-document affort. The costs to prepare and prosess the documents listed above include salary and overtime pay, office space and equipment, computer, hardware and software, fees to outside vendors like Services of a runner to the Registry and much more.

Additionally we are required by law to archive all documents related to a vehicle purchase for a 7- year period. Most dealers only have storage space for a several years worth of transactions on site. Therefore, we hire an outside document archival service to maintain and hold most of our records.

OCCASIONALLY, A CUSTOMER WILL ASK US IF THEY CAN AVOID OR REDUCE THE DOCUMENTATION FEES CHARGED BY AND AUTOMOTIVE RETAILER. THE ANSWER IS : "NO", UNLESS A DEALER WOULD LIKE TO INVITE A CLASS ACTION LAW SUIT ALLEGING UNFAIR PRICING PRACTISES, THEIR DOCUMENTATION FEE MUST BE UNIFORMALY CHARGED. we segregate the fees to give more detail to our customers.

They all appear on the purchase and sale agreement.

- $5 .00 title preparation fee is the amount permitted by statute, MGL 90D-33 to (procure, or assist purchaser to procure, certificate of title),

- $295 .00 Documentary Preparation Fee is cost recovery for the document preparation and processing listed above, which are not included in the title preparation fee.
